Design Recommendations for Precast Concrete Structures ACI 550R and ACI 318
The Utah DOT has championed and widely implemented ABC, and the use of ABC is now common practice. The goals of ABC are to improve worker and public safety, relentlessly pursue reducing traffic congestion during construction, improve quality, and add value to the Department and to the public. This presentation will discuss the ABC programmatic implementation efforts. The Department set a strong program direction with commitment, patience, passion and motivation. Implementation strategies, developing strategy and tools, employing technology into practice, establishing public outreach activities, documenting lessons learned and performing evaluations were all part of the plan. Why ABC? What and how did the Department make it happen?

Carmen Swanwick is the Deputy Project Development Director and Chief Structural Engineer for the Utah Department of Transportation (UDOT). Carmen has been with the Department for over eight years. Prior to working for the Department she worked for consultant transportation engineering firms for over 14 years. She received both her Bachelors and Masters degrees from the University of Utah in Civil and Structural Engineering. Carmen is also the Chair for the AASHTO Committee on Bridges and Structures T-4 Construction Committee, serves on several TRB subcommittees, and participates in numerous NCHRP projects.
As a consultant Carmen participated in the Department?s first Accelerated Bridge Construction (ABC) project and was heavily involved in the Department?s initiative to include ABC in all projects. Carmen now manages the UDOT ABC Program.
