In accordance with the Federal Driver’s Privacy Protection Act of 1994, 18 U.S.C. § 123 and Utah Code Ann. § 53-3-109, the Driver License Division may disclose personal identifying information to a licensed private investigator holding a valid agency license with a legitimate business need. Any person, who knowingly obtains, discloses, or uses personal information from a motor vehicle record, for a purpose not permitted, may be liable to the individual to whom the information pertains and subject to civil action in a United States district court.
