Renewal Express says the vehicle requires an emission inspection. It is a vintage vehicle and shouldn't require the inspection.
Renewal Express receives safety and emission requirements from the DMV. The information cannot be updated once it is in the online system. To renew without an emission inspection, you must renew in person. This web page provides a listing of offices and locations (http://dmv.utah.gov/office-hours-and-locations). While in the office, see if the DMV representative can remove the emissions requirement from the record. If they can, Renewal Express will not ask for an inspection the following year.
