Are there penalties for unauthorized use of Driver History Records?

There are federal, criminal and civil penalties for knowingly obtaining, disclosing, or using the personal information for a purpose not permitted under DPPA (18 U.S.C. Sections 2721-2724). Under Utah Code Annotated 53-3-109(8) it is a Class B misdemeanor for a person to knowingly or intentionally access, use, disclose, or disseminate a record created or maintained by the division or any information contained in a record created or maintained by the division for a purpose prohibited or not permitted by statute, rule, regulation, or policy or a governmental entity.
