Beginning January 1, 2012, the Division of Motor Vehicles (DMV) will begin a new process with regards to impound sales. To expedite the change of ownership and title process of vehicles sold at impound auctions, the DMV will prepare Certificates of Sale in the name of the impound yard prior to the sale. If the vehicle is sold at auction, the DMV will provide a new Certificate of Sale to the new owner at the time of sale. However, that may not be possible in the outlying regions of the state, in which case the impound yard will sign over the Certificate of Sale originally issued to them. The DMV will record the new owner of the vehicle and liability will be the responsibility of the new owner. If the purchaser of a vehicle is an individual other than the impound yard or a licensed Utah motor vehicle dealer; sales tax will be collected at the time of sale.

Beginning January 1, the DMV will accept checks for the state portion of the sale proceeds. The impound yard may collect their portion using the method that works best for them. For vehicles that are retained by the impound yard; the yard will be listed as the new owner in our system. When they sell the vehicle, they will want to report the sale to the DMV to clear their legal responsibility for the vehicle. Instructions on reporting a sale can be found here.
