Instructor Resume: | Mark Tilby is a Workforce Development Specialist for the Utah Department of Workforce Services. He works with So Utah employers to develop and recruit qualified job applicants. Mark has seen huge changes in So Utah workforce needs over the last 10 years. During the height of the 2010 recession, when unemployment rates were approaching 12% in So Utah, the State was providing a $2000 hiring subsidy to employers that could provide full time jobs for workers with dependents receiving unemployment insurance benefits. Today, with a UI rate at 3% in Washington Co the scene is reversed. Employers struggle to fill positions. The challenge for So Utah employers now is to recruit qualified workers while maintaining a standard of soft skills and experience that will contribute to productivity. |
