Instructor Resume: | Mr. Chang is the Chairman of the Certification Program used by the State of Utah. He has more than 20 years experience in implementation of the certification rules and requirements.
Henry W. Chang received his Bachelor of Science Degree in Mechanical Engineering and his Master of Science Degree in Materials Engineering from the University of Southern California. He is the Mechanical Engineer Program Manager for the University of Southern California’s Foundation for Cross-Connection Control and Hydraulic Research. He has been with the Foundation since 1983. His responsibilities include managing the Laboratory and Field Evaluation programs of the Foundation’s Approval Program for the Backflow Prevention Assemblies.
He is also an instructor in several training courses that include the Backflow Prevention Assembly Tester and Cross-Connection Control Program Specialist courses. |

Instructor Resume: | Mr. Moss is a Civil Engineer. Having operated and managed the daily operations for a water supply and distribution system, he is a Water System operator for treatment and distribution. Currently managing the Utah Cross Connection Control Program, he also assists drinking water systems to maintain and achieve compliance with State of Utah Drinking Water Regulations. Providing training and understanding of the state adopted plumbing code to water systems also increases compliance. Michael works with water systems using training opportunities, sanitary surveys and the improvement priority maintenance of the Drinking Water rules.
Mr. Moss serves as the Secretary to the Cross Connection Control Commission of the Drinking Water Board and is a member of the Plumbing-Health Advisory Committee of the Building Code Commission. |
