Who should file a Notice of Commencement?

For: Government Project or Projects Started before August 1, 2011

When: No later than 15 days after commencement of physical construction work at a GOVERNMENT project site, the original contractor, owner, or owner-builder shall file a notice of commencement with the SCR. An original contractor, owner, or owner-builder on a government project may file a notice of commencement with the SCR BEFORE the commencement of physical construction work on the project property.
